<br /> device was not so installed or authorized, as a defense. <br /> Sec. 29-8. Temporary regulations: testing equipment: temporary <br /> speed limits. <br /> (a) The traffic engineer, with the approval of the chief of <br /> police, is hereby empowered to make temporary or <br /> experimental traffic regulations to cover emergencies or <br /> special conditions. No such temporary or experimental <br /> regulation shall remain in effect for more than ninety <br /> (9Ø) days. <br /> (b) The traffic engineer may test traffic control devices <br /> under actual conditions of traffic with approval of the <br /> chief of police. Such testing shall only continue for <br /> the time necessary to accomplish its goal, not to exceed <br /> ninety (9Ø) days. <br /> Sec. 29-9. Authority of police officers and parking aides. <br /> (a) It shall be the duty of the officers of the Police <br /> Department or such persons as are assigned by the Chief <br /> of Police to enforce this Chapter and all of the state <br /> laws applicable to traffic in the city. <br /> (b) Officers of the Police Department and such officers as <br /> are designated by the chief of police are hereby <br /> authorized to direct traffic by voice, hand signs or <br /> signal in conformance with this chapter and other traffic <br /> laws. In the event of a fire or other emergency or to <br /> expedite traffic or to safeguard pedestrians, officers of <br /> the Police Department may direct traffic as conditions <br /> may require notwithstanding the provisions of this <br /> chapter and other traffic laws. <br /> Sec. 29-10. Speed limits. <br /> (a) No person shall drive a vehicle at a speed which is <br /> greater than is reasonable and prudent under the <br /> conditions then existing. Speed limits established under <br /> the provisions of this Chapter or by state law shall be <br /> prima facie evidence that the speed is reasonable and <br /> prudent and any speed in excess thereof is unlawful. <br /> (b) A speed limit may be varied from state law upon the <br /> streets or parts of streets within the City only by <br /> separate ordinance supported by the results of an <br /> engineering and traffic investigation and signs shall be <br /> erected giving notice thereof. <br /> Sec. 29-11. Use of roller skates, coasters, etc., on roadway. <br /> It shall be unlawful for a person upon roller skates, <br /> ska teboard s, or riding in or by means of any coaster, toy <br /> vehicle or similar device to go upon any public street, <br /> except while crossing a street in a crosswalk. <br /> Sec. 29-12. Prohibited turns at intersections. <br /> (a) The traffic engineer is hereby authorized to place signs <br /> prohibiting a right, left or U-turn at an intersection. <br /> The prohibition of such turns may be limited to specific <br /> hours of any day, in whi ch event the prohibited hours <br /> shall be plainly indicated on the signs. <br /> (b) When official signs are erected under the authority of <br /> this section, it shall be unlawful for a person to make a <br /> turn in violation of such sign. <br /> -3- <br />
