<br /> Sec. 29-13. Wheelstands,: spinning tires. <br /> (a) It shall be unlawful for a person to operate a motor <br /> vehicle in a public place in a manner that causes less <br /> than all of the wheels of the vehicle to maintain contact <br /> with the ground. <br /> (b) It shall be unlawful for a person to operate a motor <br /> vehicle in a public place in a manner that causes any of <br /> the whee 1 s of the vehicle to spin or slide across the <br /> ground without normal traction. <br /> Sec. 29-14. Boarding or alighting from moving vehicle. <br /> It shall be unlawful for a person to board or alight from any <br /> motor vehicle while the vehicle is in motion. <br /> Sec. 29-15. Lights interfering with vision. <br /> (a) No person shall place, maintain, or display any type of <br /> light which interferes with normal driver vision on any <br /> street. <br /> (b) No person shall place, maintain, or display a revolving <br /> light of any kind or color within two hundred (2ØØ) feet <br /> of any street. <br /> Sec. 29-l6 to Sec. 29-2Ø. Reserved <br /> ARTICLE II. POLICE ESCORTS AND PARADES <br /> Sec. 29-21. OVersize vehicles,: police escort, except the main <br /> lanes of an Interstate Highway. <br /> (a) A Police Department escort shall be required for any <br /> vehicle which exceeds tþe width, height, or length <br /> limitations established by state law, to be operated upon <br /> public streets, except on the main lanes of any <br /> interstate highway, within the city. The chief of <br /> police shall determine the time and number of police <br /> personnel to provide escort services to an applicant. <br /> (b) Each escort shall be requested on a form provided by the <br /> Police Department. The request shall be accompanied by a <br /> fee to be determined by the chief of police on a <br /> case-by-case basis to reflect the cost of issuance of the <br /> permit and providing the escort. <br /> Sec. 29-22. Funeral processions,: police escort. <br /> (a) A person in charge of a funeral procession to be <br /> conducted upon public streets may request a police escort <br /> for the procession, in accordance with the requirements <br /> of this section. The chief of police shall determine the <br /> number of police personnel to provide escort services to <br /> an applicant. <br /> (b) The person in charge of a funeral procession shall <br /> present a written request for the escort on a form <br /> provided by the Police Department. The request shall be <br /> accompanied by a fee to be determined by the chief of <br /> police on a case-by-case basis to reflect the cost of <br /> issuance of the permit and providing the escort. <br /> (c) Each vehicle in any funeral procession shall be <br /> identified by a method to be designated by the chief of <br /> police. <br /> (d) Each vehicle in any funeral procession shall be driven as <br /> -4- <br />
