<br /> nearly as practicable to the right side of the roadway, <br /> and as close as practicable to the vehicle ahead. <br /> Sec. 29-23. Driving between vehicles in a procession. <br /> It sha 11 be unlawful for a person to drive between the <br /> vehicles comprising a funeral or other authorized procession <br /> while the procession is in motion. This provision shall not <br /> apply at intersections where traffic is controlled by traffic <br /> control signals or police officers. <br /> Sec. 29-24. Parades. <br /> (a) It shall be unlawful for any person to conduct or <br /> participate in any parade, other than a funeral <br /> procession, upon any street without a permit issued by <br /> the chief of police. Application for the permit shall be <br /> on a form provided by the Police Department and shall be <br /> made not less than ten (lØ) days before the time for such <br /> parade, and shall be accompanied by a fee prescribed by <br /> separate ordinance. The chief of police may waive the lØ <br /> day requirement for good cause. <br /> (b) No permit shall be issued authorizing a parade which is <br /> to be held for the sole purpose of advertising any <br /> product, goods, wares, merchandise, or is designed to be <br /> held solely for private profit. <br /> (c) Permit application. The application for the permit shall <br /> be made in writing and on a form provided by the chief of <br /> police containing the following information: <br /> (1) The name of the applicant, the sponsoring <br /> organization, the parade chairman, and the addresses <br /> and telephone numbers of each: <br /> (2) The date to conduct the parade, the location of the <br /> assembly area, the location of the disbanding area, <br /> the route to be traveled and the approximate times <br /> when the parade will assemble, start and terminate: <br /> (3) The number and type of vehicles and an imal s, the <br /> number of persons expected to participate, and a <br /> general description of the organization of the <br /> parade: and <br /> (4) Such other information as the chief of police may <br /> deem reasonably necessary for the safety of the <br /> parade participants and general public. <br /> (d) The chief of police shall issue a parade permit to the <br /> parade chairman unless the chief of police finds that: <br /> (l) The date, times when the parade will assemble, start <br /> or terminate, route, location of the assembly area, <br /> the location of the disbanding area, or size of the <br /> parade will disrupt to an unreasonable extent the <br /> movement of other traffic: <br /> (2) The parade is of a size or nature that it requires <br /> the diversion of so great a number of police officers <br /> of the city to properly police the line of movement <br /> and the areas contiguous thereto, that allowing the <br /> parade would deny reasonable police protection to the <br /> rest of the city: <br /> (3) The parade will interfere, with regard to proposed <br /> route, police supervision, or other material factors, <br /> with another parade for which a permit has been <br /> issued: or <br /> -5- <br />
