Recommendation of prefe"ed alternatives and development of a land use plan. <br /> The land use plan for the airport and its environs must be compatible with local comprehensive planning <br /> and will be coordinated with the objectives, poHcies and programs for the area. <br /> Tnk 6.3 Nolsll AIJII/y8I8 <br /> Based upon the level of flight activity and aircraft rrix developed in Task 4.0, Forecast of Aviation Demand, <br /> noise exposure contours will be prepared and used for alternatives analysis. The noise contours for the <br /> short, intermediate and long term time frame will be superimposed upon the airport and its environs and <br /> areas of potential incompatible use or excessive noise exposure will be identified. Special emphasis will <br /> be given to those areas which are cu"ently or anticipated to be developed for Incompatible uses. The <br /> noise analysis will be one of the principle considerations in the development of alternatives for any airfield <br /> expansion or changes in operational profile or procedures. <br /> A noise analysis utiHzing FAA Integrated Noise Model version 3.9 noise contours will be provided and <br /> utilized in the preparation of the Environmental Review described in Task 7.0. <br /> It will be necessary to review and evaluate existing plans, ordinances, and regulations to deterrrine local <br /> planning goals, objectives, and policies, and to determine app/icabiHty of local ordinances to ensure land <br /> use compatibility with the airport, and recommendations for City implementation. At least one public <br /> information meeting is required for this task. <br /> Task 6.4 PressntBtlon of Developed Alternatives to the City and FAA <br /> After alternatives have been developed, analyzed and evaluated by the consultant, at least three <br /> alternatives will be presented to the City, the FAA and other parties if necessary. The consultant will <br /> provide a working paper which presents the analysis and evaluation process, in a format that is objective <br /> and which will present a relative merits or disadvantages of each alternative presented. Upon selection <br /> of an alternative or alternatives for further development, the consultant will proceed with Task 6.6. <br /> Task 6.5 Schedules and Estimate. of Cost for Recommendecl. Developmem <br /> As an extension of the development and recommendation of airport development alternatives, the <br /> consultants will prepare estimates of capital investments along with a schedule of improvements proposed <br /> in the master plan. The development schedules will based upon the short, intermediate and long term <br /> needs as developed in the master plan and will based upon the role assessment and development of <br /> alternative plans. <br /> There will be an analysis of possible funding sources including general obHgation bonds, revenue bonds, <br /> federal funding sources and the possible infusion of private funding for certain airport improvements. <br /> Existing airport management policies and practices (as they effect airport revenues) will be reviewed and <br /> considered in the context of anticipated future airport needs and the costs to develop irrprovements. <br /> Task 6.6 Developmem of Selective Alternatives <br /> Upon the colTpletion of Task 6.5 and direction by the City to proceed, the consultants will develop the <br />
