18.7:OOPM Receive a Staff presentation and hold a Public hearing to receive comments for <br />or against Resolution 2013 -51R approving a substantial amendment to the City of San <br />Marcos 2009 -2014 CDBG Consolidated Plan to combine three separate previously <br />approved account funds for the San Marcos Senior Center expansion into a single <br />account in the amount of $213,634.00; and consider approval of Resolution 2013 -51R. <br />Janis Hendrix, Community Initiatives Administrator, provided a brief presentation. <br />Mayor Daniel Guerrero opened the public hearing at 7:13 p.m. <br />There being no comments; the public hearing was closed at 7:13 p.m. <br />MOTION: Upon a motion made by Council Member Becak and a second by Council Member <br />Scott, the City Council voted (6) for, one (1) abstained, Council Member Thomaides, to avoid <br />the appearance of impropriety, and none (0) opposed to approve Resolution 2013 -51 R, as <br />previously captioned. The motion carried. <br />19.7:00 PM Receive a Staff esentation and hold a Public Hearing t0 recei <br />ff ve comments for <br />or against the adoption of the City Council's Budget Policy Statement for preparation of <br />the FY 2013- 2014 Budget; and consider adoption of the City Councils Budget Policy <br />Statement, and provide direction to Staff. <br />Janis Hendrix., Community Initiatives Administrator, provided a brief presentation. <br />Mayor Daniel Guerrero opened the public hearing at 7:15 p.m. <br />There being no comments; the public hearing was closed at 7:15 p.m. <br />MOTION: Upon a motion made by Council Member Prather and a second by Council Member <br />Becak, MOTION TO AMENDA: Upon a motion made by Council Member Porterfield and a <br />second by Council. Member Prather, the City Council voted three (3) for and (4) opposed, <br />Council Member Thomason, Becak, Scott and Thomaides to add $40,000 to increase funding for <br />social services to $450,000 for FY 2013 -2014. The motion failed. MAIN MOTION: the City <br />Council voted seven (7) for and none (0) opposed, to approve. The motion carried. <br />Non Consent Agenda <br />20.Consider approval of Ordinance 2013 -19, on the first of two readings, amending the <br />Citys 2012 -2013 Fiscal Year Budget to authorize the expenditure of funds in the amount <br />of $226,650.00 for the addition of four new Firefighters and one new Police Officer; and <br />providing an effective date. <br />MOTION: Upon a motion made by Council Member Thomaides and a second by Council <br />Member Scott, the City Council voted seven (7) for and none (0) opposed, to approve Ordinance <br />2013 -19. The motion carried. <br />
