<br /> 1.2.2 Meet with San Marcos officials and appropriate regulatory <br /> agencies, present results of the study, and testify on the CITY's <br /> behalf, when requested; and <br /> 1.2.3 Assist in preparing, submitting, and processing permits which <br /> are required for water rights and construction of water system <br /> facilities. <br /> 1.3 SURFACE WATER SUPPLY ALURHATIVES AND DEIIAIID PROJECTIONS <br /> The ENGINEER shall: <br /> 1.3.1 Apply the Guadalupe-San Antonio River Basin Model being <br /> developed for the Edwards Underground Water District using historical <br /> springflows to calculate monthly unappropriated flows at the following <br /> locations subject to the listed constraints: <br /> 1. San Marcos River Upstream of Blanco River Confluence: <br /> a. Existing Water Rights Only. <br /> b. Existing Water Rights and Proposed Recharge Structures. <br /> c. Existing Water Rights, Proposed Recharge Structures, <br /> and Minimum Instream/Estuarine Inflows. <br /> 2. Blanco River Upstream of San Marcos River Confluence: <br /> a. Existing Water Rights Only. <br /> b. Existing Water Rights and Proposed Recharge Structures. <br /> c. Existing Water Rights, Proposed Recharge Structures, and <br /> Minimum Instream/Estuarine Inflows. <br /> 3. San Marcos River Below Blanco River Confluence: <br /> a. Existing Water Rights Only. <br /> b. Existing Water Rights and Proposed Recharge Structures. <br /> c. Existing Water Rights, Proposed Recharge Structures, and <br /> Minimum Instream/Estuarine Inflows. <br /> 1.3.2 Obtain historical monthly return flow data for the San Marcos <br /> wastewater treatment plant and enhance basin model to independently <br /> consider return flows from ground and surface water sources. <br /> 1.3.3 Perform the following work items in order to assess the <br /> potential for enhanced water availability through water rights purchase <br /> and/or transfer: <br /> 1. Identify up to three senior water rights holders in <br /> consultation with the City of San Marcos. <br /> 2. Apply Basin Model to quantify enhanced water <br /> availability. <br /> 1. 3.4 Calculate water availability on the San Marcos River upstream <br /> and downstream of the Blanco River confluence subject to various <br /> combinations of the following: <br />
