1.5.1 Develop a list of potential water treatment plant sites. A decision matrix using weighting factors approved by the CITY shall be developed by the ENGINEER, and the site which has the most favorable rating in the matrix will be recommended to the CITY; 1.5.2 Evaluate alternative site layouts, including a layout for the ultimate development of the site; 1.5.3 Define the potential ultimate water treatment capacity for the site; 1.5.4 Select the most favorable layout and develop the preliminary site plan; flow, electrical power, control, and process schematics; and the building layout for the first construction phase; 1.5.5 Refine the water transmission pipeline, raw water storage requirements, and/or other appurtenant facilities which are needed in conjunction with the selected surface water alternative; and 1.5.6 Prepare and submit to the CITY the Preliminary Engineering Report (PER) detailing the preliminary design for the facilities which will become the initial designed facilities; and present the conclusions of the study to the CITY for review and comment. 1.6 PERlUftIRG ARD PRELDlIHARY APPROVÁL The Engineer shall: 1.6.1 Upon approval by the CITY, submit the adopted plan contained in the PER to the appropriate regulatory agencies for their preliminary approval and comments; 1.6.2 If the selected alternative involves the purchase of existing water rights, then participate in those negotiations; 1.6.3 Prepare water rights permit applications and finalize the water availability report for submission to the Texas Water Commission; and 1.6.4 If necessary, and upon approval by the CITY, perform an environmental assessment of the selected alternative. 1.7 ADDITIONAL SERVICES Since the compensation of the ENGINEER under this Agreement is based on a fixed fee that is all inclusive, except as to reimbursable expenses, any pilot project deemed necessary by CITY and ENGINEER, and services performed under Paragraph 1.6, the prospects for the charging
