<br /> 1.5.1 Develop a list of potential water treatment plant sites. A <br /> decision matrix using weighting factors approved by the CITY shall be <br /> developed by the ENGINEER, and the site which has the most favorable <br /> rating in the matrix will be recommended to the CITY; <br /> 1.5.2 Evaluate alternative site layouts, including a layout for the <br /> ultimate development of the site; <br /> 1.5.3 Define the potential ultimate water treatment capacity for <br /> the site; <br /> 1.5.4 Select the most favorable layout and develop the preliminary <br /> site plan; flow, electrical power, control, and process schematics; and <br /> the building layout for the first construction phase; <br /> 1.5.5 Refine the water transmission pipeline, raw water storage <br /> requirements, and/or other appurtenant facilities which are needed in <br /> conjunction with the selected surface water alternative; and <br /> 1.5.6 Prepare and submit to the CITY the Preliminary Engineering <br /> Report (PER) detailing the preliminary design for the facilities which <br /> will become the initial designed facilities; and present the <br /> conclusions of the study to the CITY for review and comment. <br /> 1.6 PERlUftIRG ARD PRELDlIHARY APPROVÁL <br /> The Engineer shall: <br /> 1.6.1 Upon approval by the CITY, submit the adopted plan contained <br /> in the PER to the appropriate regulatory agencies for their preliminary <br /> approval and comments; <br /> 1.6.2 If the selected alternative involves the purchase of existing <br /> water rights, then participate in those negotiations; <br /> 1.6.3 Prepare water rights permit applications and finalize the <br /> water availability report for submission to the Texas Water Commission; <br /> and <br /> 1.6.4 If necessary, and upon approval by the CITY, perform an <br /> environmental assessment of the selected alternative. <br /> 1.7 ADDITIONAL SERVICES <br /> Since the compensation of the ENGINEER under this Agreement is <br /> based on a fixed fee that is all inclusive, except as to reimbursable <br /> expenses, any pilot project deemed necessary by CITY and ENGINEER, and <br /> services performed under Paragraph 1.6, the prospects for the charging <br />
