-2- (b) If the organization fails either to use an existing structure, or to begin construction of a new structure, as a fraternity/sorority building during the six month period after issuance of the specific use permit, the permit shall automatically terminate. (c) If the use of a fraternity/sorority building is discontinued by the organization to which a specific use permit was issued for any period of six consecutive months after the initial occupancy has commenced, the permit shall automatically terminate. SECTION 2. That Section 35(H) of Appendix A- General Zoning Ordinance, of the San Marcos Code of Ordinances is hereby amended by renumbering subdivisions (4) and (5) thereof as subdivisions (5) and (6), and by inserting a new subdivision (4) therein to read as follows: (4) Fraternity/sorority buildings: (a) A specific use permit and a Certificate of Occupancy are required for initial occupancy by each organization in each location. A new permit and Certificate of Occupancy are required when an organization moves to a different location or occupies a location previously occupied as a fraternity or sorority building by another organization. Compliance with all applicable codes and standards shall be determined by the Chief Building Of£icial prior to issuance of the Certificate of Occupancy for the initial occupancy of the prem1.ses by the applicant organization. (b) Applications for permits shall be signed by an officer of the organization and by the owner of the property. In addition to the required application form and site plan, the applicant organization shall provide a written statement explaining the organization's proposed means of compliance with these standards, identifying the names and telephone numbers of the president and vice president of the organization, and designating the name, address, and telephone number of a contact person who shall be an adult, non-student, such as the property owner, an alumnus of the organization, a member of the faculty or staff of Southwest Texas State University, a parent of a member, or any person designated by the organization's national chapter. The contact person shall preferably have a San Marcos telephone number and, in all cases, shall reside within 75 miles of San Marcos as measured from the city limit. (c) The use of fraternity/sorority buildings and premises shall comply with the following requirements as a condition of initial and continued occupancy of the premises by the organization. Each requirement is followed by a penalty point value in parentheses that is assessed for confirmed violations of the requirement. A cumulative total of penalty points is used to establish cause for revocation of the specific use permit as set forth in subdivision (4) (f) below.
