<br /> -2- <br /> ARTICLE III <br /> MEMBERSHIP; QUORUM <br /> Section 1. The Planning Commission shall consist of seven (7) <br /> members appointed by the City Council. At least five (5) members <br /> shall be residents of and own real property in the City, and at <br /> least one (1) member shall be a resident of and own real property <br /> within the Extraterritorial Jurisdiction of the City. The <br /> remaining member shall be a resident of either the City or the <br /> Extraterritorial Jurisdiction of the City. Members of the <br /> Commission shall serve without compensation. <br /> (City Charter, Section 7.01) <br /> Section 2. Each Commissioner serves a three (3) year term which <br /> expires in October. A Commissioner may be reappointed for an <br /> additional three (3) year term. If a Commissioner is appointed to <br /> fill an unexpired term, he will serve that term and may then be <br /> reappointed for a full term; he will be eligible for a subsequent <br /> reappointment only if his original term was for eighteen (18) <br /> months or less. <br /> Section 3. A quorum shall be no less than four (4) members. <br /> Section 4. Voluntary absence of a Commissioner from three <br /> consecutive meetings shall result in automatic resignation of the <br /> member. An absence of a Commissioner may be regarded as excused <br /> rather than voluntary at the discretion of the Chair if it results <br /> from illness or from a factor beyond the control of the <br /> Commissioner. The Chair is to forward to the City Secretary the <br /> name of any member who is voluntarily absent from three consecutive <br /> meetings. <br /> ARTICLE IV <br /> OFFICERS <br /> Section 1. A. The Commission, at a regular meeting in November of <br /> each year, shall elect a Chair and Vice-Chair and shall appoint a <br /> Recording Secretary who shall be a member of the Planning <br /> Department staff. <br /> B. In the event of a vacancy in an unexpired term of the <br /> Chair, the Vice-Chair will automatically become the Chair and hold <br /> an election to fill the unexpired term of the Vice-Chair. <br /> Likewise, in the event of a vacancy in an unexpired term of the <br /> Vice-Chair, the Chair will hold an election to fill the unexpired <br /> term of the Vice-Chair. If both the Chair and Vice-Chair seats are <br /> vacated simultaneously, the remaining members of the Planning <br /> Commission will hold an election to fill both unexpired vacancies. <br /> C. In the event that both the Chair and Vice-Chair are absent <br /> from anyone meeting, the remaining members of the Commission shall <br /> elect a temporary Chair to conduct the meeting. <br /> Section 2. The duties and powers of the officers of the Planning <br /> Commission shall be as follows: <br /> A. The Chair shall <br /> (1) Preside at all meetings of the Commission; <br /> (2) call special meetings of the Commission in <br /> accordance with the By-Laws; <br /> (3) sign documents of the Commission; <br /> (4) see that all actions of the Commission are <br /> properly taken; and, <br />
