RULES AND REGULATIONS FOR ELECTRIC SERVICE ADJUSTMENT OF BILLS FOR METER ERROR (continued) The test shall be made on the customer's premises or at the City's discretion at a test laboratory. When a meter test is performed upon request by the customer in accordance with the foregoing, such test shall be made at no cost to the customer; however, if the meter has been tested by the city, or by an authorized agency, at the customer's request, and within a period of four years the customer requests a new test, the City shall make the test, but if the meter is found to be wïthin the accuracy standards established by the American National Standards Institute, Incorporated, the City may charge the customer a fee which reflects the cost to test the meter, but this charge shall in no event be more than fifteen dollars ($15.00) for a residential customer. Other classes of customers shall pay the actual cost of the test including appropriate overheads.- If the meter is found to be registering inaccurately, the city will assume the cost of the test and will adjust the customer's bill for the effect of the error. Follòwing the completion of any requested test, the City ~ shall promptly advise the customer of the dàte of removal of the meter, the date of the test, the result of the test, and who made the test. If any meter is found to be outside of the accuracy standards established by the American National Standards Institute, Incorporated, proper correction shall be made of previous readings for the period of six months immediately preceding the removal of such meter from service for test, or from the time the meter was in service since last tested, but not exceeding six months, as the meter shall have been shown to be in error by such test, and adjusted bills shall be rendered. No refund shall be made by the City except to the customer last served by the meter prior to the testing. If a meter is found not to register for any period for any reason, the City shall make a charge for units used, but not metered, for a period not to exceed three months based on amounts used under similar conditions during a period preceding or subsequent thereto, or during corresponding periods in previous years. METERED CONSUMPTIONS NOT COMBINED For the purpose of calculating charges, each meter on the customer's premises will be considered separately, and the consumptions recorded by two or more meters will not be combined except as follows: (a) Where the combination of metered consumptions are specifically provided for in rate schedules. -49-
