<br />Task 5.2 Analysis of Constraints to Alrpon Development <br />Examination of major constraints to airport development and will be used to define basic airport <br />development parameters. The study effort will be limited to the area in the immediate vicinity of the airport <br />and will include studies of the following: <br />. The identification of areas of probable incompatible land use, both current and anticipated. <br />. Physical and environmental constraints resulting from non-aviation activities currently or planned <br /> to operate on the airport, and limitations imposed by inadequate or nonexistent utilities, drainage, <br /> terrain, etc. <br />. Operational constraints such as the potential effects of noise, obstructions, airspace Hmitations, <br /> expansion limitations, etc. <br />. Political, jurisdictional, and regulatory constraints which may affect the extent to which the airport <br /> may be developed. <br />. Zoning, as it relates to air transportation facilities with special attention given to identificatIon of any <br /> constraints on use or development of property, such as extraterritorial jurisdiction. <br />Because these are major physical constraints to the airport site, studies will be made to identify any specific <br />physical shortcomings, and recommendations will be provided to improve land utilization for aviation and <br />compatible land uses. <br />TASK 6.0. DEVELOPMENT OF ALTERNATIVES <br />This task will be devoted to the creation, analysis of airport development alternatives, or options, which may <br />be considered and selected by the City and the FAA in the long term development of San Marcos Municipal <br />Airport. <br />Task 6.1 Alternative Development <br />Alternatives will developed for airside (runways, taxiways, operational features, etc.), and land side <br />(buildings, terminal facilities, vehicular access, utilities, etc.) that will be primarily responsive to the <br />anticipated levels of activity and functional and operational requirements of the airport through the year <br />2010. These alternatives will be prepared primarily as working papers and will be intended primarily for <br />the use of the planning team in the analytical process. The altemative developed will consider: <br />. Airport land area requirements, physical featUres such as runways, taxiways and operational <br /> components of the airside and will include an analysis of the need for an additional taxiway on the <br /> northwest portion of the airport to provide access to developable property. <br />. Landside features including options for reuse and redevelopment. <br />. Overall land use within the airport boundaries, with emphasis on compatibility, functional <br /> relationships and expansion requirements. <br /> . Off airport land uses, including City land use policies. <br /> . Public access and integration with City planning. <br /> . Noise <br /> Task 6.2 Land Use Plans <br /> Plans for recommended on-airport development will be prepared, based upon the alternatives developed. <br /> The plans will identify those areas to be use for aviation related purposes, such as terminal facilities, aircraft <br /> maintenance, clear zones, etc., as well as recreational facilities, industrial sites, and other improvements <br /> compatible with and appropriate to airport locations. Special attention will be given to beneficial land uses <br /> that wilt serve to enhance the airport image as a good neighbor, and to those activities capable of <br /> generating revenues that can be used for airport purposes. <br />
