This map will be modified to meet local needs and conditions based upon the anticipated airport development program. An ordinance consistent with the Texas statutory requirements and the City jurisdictional criteria will be prepared for adoption by the political jurisdictions that would be involved in the control of construction of obstructions or hazards within the FAR Part 77 defined areas. TASK 9.0 - PRELIMINARY REPORT A draft of the final report will be prepared for review by the Airport Advisory Board and the City and public information meetings will be conducted for informal community input. PHASE III - FINANCIAL PLAN TASK 10.0 - SCHEDULE OF PROPOSED DEVELOPMENT A phased schedule for development will be prepared which maximizes flexibility in structuring for growth over the intermediate and long term. The developmental schedule will be considerate of financing options and timetables. TASK 11.0 - ESTIMATES OF DEVELOPMENT COSTS Estimates of development costs will be prepared in sufficient detail for use in potential application for FAA funding. Cost estimates will reflect a breakdown for potential local and federal shares and will highlight key projects which would maximize airport utility. TASK 12.0 - ECONOMIC FEASIB1L"Y Estimates of phased development costs will be evaluated in terms of the revenue generation potential of each. Estimates of operating and maintenance costs, along with estimates of revenue generation from airport operations, will be provided. TASK 13 - ECONOMIC IMPACT ASSESSMENT As an optional element, CWA, Inc. can prepare an economic impact assessment for San Marcos Municipal Airport. This element would assess the existing and project impact of San Marcos Municipal Airport on the economy of the local area. A study will be developed to present an analysis of the development of data from existing activity located at the airport, and will focus on identifying basic employment, payroll, and total annual revenues from which to derive estimates of total existing economic impacts. Local economic development organizations and the local Chambers of Commerce will be ~nsulted to identify the degree to which the airport currently factors into industrial and commercial business decision making in the surrounding community. Surveys will be distributed to itinerant pilots to identify the level of current expenditures that are being made by general aviation in the local economy. The resultant base information will be analyzed in order to identify the direct and indirect economic contribution made by San Marcos Municipal Airport into the economy of the surrounding area.
