Identification of probable secondary expenditure multipliers for estimating indirect impacts will be made. The result of this effort will be a twenty-year economic projection subdivided into five-year increments based upon the airport and land use improvement programs detailed in Element 5.0 -FaciHty Requirements. This analysis will identify the airport's role as: 1. An attractor to potential new business, industry and air service. 2. The airport's current and anticipated (future) contribution to the area economy. 3. Its secondary role as it affects aspects as a stimulus to recreation tourism, quality of life, etc. A pro-forma analysis and financial plan of the airport operations as a public owned and operated facility will be produced and an analysis will be performed. The analysis will include potential employment on the airport and in related businesses. The financial plan will include an estimate of capital investment along with a schedule of improvements identified in Element 3.0. The development schedules will be based upon the short, Intermediate, and long term needs as developed In the study, and will be based upon the role assessment and development plans resulting from Elements 3.0 and 5.0. There will be an analysis of possible funding sources including general obligation bonds, revenue bonds, federal funding sources and the possible infusion of private funding for certain airport improvements. Existing airport management policies and practices (as they affect airport revenues) will be reviewed and considered in the context of anticipated future airport needs and public ownership, and a review of airport rates, charges and leases will be conducted. TASK 14.0. FINANCING There will be an analysis of possible funding sources including general obligation bonds, revenue bonds, federal funding sources, and the possible infusion of private funding for certain airport improvements. Financing options and recommendations will be provided in the proposed phase development of the San Marcos Municipal Airport. PHASE IV . MASTER PLAN DOCUMENTS Task 15.0 will be accomplished in large measure as the study develops. Each task described in this proposal will have, as its output, documentation consisting of technical memoranda, working papers, graphics or other appropriate material consistent with the City requirements. A survey of study documents to be delivered Is shown in Section 4.0 of this proposal. TASK 15.0. DRAFT MASTER PLAN UPDATE At the completion of the study, a final draft report will be prepared that will be primarily based upon the technical memoranda/working papers previously submitted. The report will be submitted to the City for review and comment, as indicated on the proposed project schedule. Following subsequent review and comment by the City, the TDA, the FAA and other officials or parties, a final report will be prepared, along with an executive summary which will present the study results and recommendations in a brief format intended primarily for public distribution.
