<br /> (2) All other uses......................$60.00 or <br /> t,.¡o times the <br /> estimated <br /> average monthly <br /> bill, whichever <br /> is greater <br />In estimating average monthly bills, any or all of the <br />following factors may be used: Square footage; previous <br />consumption and billing at the service address; and type of <br />use and comparison to similar existing uses. <br />(d) Deposits are non-transferable. <br />(e) Deposits shall be refunded in the following <br />circumstances: <br /> (1) The excess of a customer's deposit over any <br /> unpaid city water, sewer and electric bills at <br /> the time of disconnection of service shall be <br /> refunded to the customer; and, <br /> (2) If a customer has had no late payment of a city <br /> water, sewer or electric bill during the last <br /> twelve ( 12) consecuti ve months, or less than <br /> four (4) late payments during the last twenty- <br /> four (24) consecutive months, the deposit will <br /> be refunded in cash or as a credit to the <br /> customer's account, or returned if in the form <br /> of a letter of credit. <br />Sec. 30-19. Payments. due dates. <br />(a) All bills for water and/ or wastewater service shall be <br />paid on or before the fif~eenth (15th) day following the <br />date of issuance. <br />(b) Payments for city utility services, including water, <br />sewer, solid waste collection, and electricity, which are <br />billed in a consolidated manner shall be applied to the <br />respective appropriate utility funds. If a payment amount <br />differs from the amount billed, the payment amount shall <br />nevertheless be applied to each utility fund in proportion <br />to the percentage of the total bill that is repres~nted by <br />each utility's billing amount. <br />Sec. 30-20. Delinauencies: Ðenalty: disconnection. <br />(a) A bill for city utility services, including water, <br />sewer, solid waste collection and electricity, which are <br />billed in a consolidated manner shall be considered <br />delinquent if the full amount of the bill is not paid by <br />the due date. A bill is considered paid if the payment is <br />either received by the City, or is postmarked by the postal <br />service, not later than the due date. <br />(b) A penalty service charge of ten percent (10%) shall be <br />assessed against the unpaid portion of all delinquent bills <br />for active accounts. An account is considered inactive if <br />it is delinquent for more than thirty (30) days. <br />(c) Any or all city utility services may be disconnected <br />or discontinued for nonpayment of all or any portion of a <br />bill for city utility services if a termination notice is <br />given by the city and at least twenty-five (25) days have <br />elapsed since the date of issuance of the bill. <br />Sec. 30-21. Reconnect fees. <br />(a) A service fee shall be charged for reconnecting water <br />and/or sewer service that has been disconnected for <br />nonpayment of all or any part of a city utility bill. <br />
