<br /> step 4. Termination of water and sewer service, <br /> electrical service and/or the industrial waste <br /> permit if the non-compliance is determined by <br /> the director to be severe. Repeated <br /> discharges of prohibited waste into the <br /> sanitary sewer is sufficient cause to <br /> disconnect all water and sewer services to the <br /> user. <br /> (d) Upon the occurrence of an unintended discharge, a <br /> citation may be issued if the director deems it <br /> appropriate under the circumstances. <br /> (e) other violations shall be handled by the director on a <br /> case-by-case basis utilizing any procedure set out and/or <br /> which is reasonably calculated to achieve compliance by <br /> the industrial user and will protect the treatment <br /> system, human life and the environment. <br /> (f) Under emergency situations, the director may terminate <br /> water service, wastewater treatment service, electrical <br /> service and/or industrial waste permit upon verbal notice <br /> to the industry. <br /> (g) The procedure for hearing of appeals shall be as follows: <br /> (a) Any person aggrieved by an interpretation of this <br /> article or by any decision or ruling of the <br /> director shall have the right to make an appeal to <br /> the city council. The appeal shall be perfected by <br /> giving a written notice containing the following <br /> information to the city secretary within fifteen <br /> (15) days of the issuance of the decision or ruling <br /> of the director: <br /> 1. The name and address of the person making the <br /> appeal. <br /> 2. The facts surrounding the particular ruling or <br /> refusal to make a ruling. <br /> 3. The ruling, if any, of the director. <br /> 4. The reasons why such ruling should .be set <br /> aside or, if the ruling was refQsed, why such <br /> ruling should be made. <br /> (b) The persons making the appeal shall send copies of <br /> the appeal to the director and to the city <br /> attorney. <br /> 27 <br />
