<br /> (c) within a period of thirty (30) days from the filing <br /> of the appeal the city council shall hear the <br /> appeal, together with the testimony of all parties <br /> concerned, and make a statement of fact within ten <br /> (10) days thereafter. In hearing the appeal, the <br /> city council shall not consider waiving or setting <br /> aside the requirements of this article but shall <br /> only consider the proper interpretation of its <br /> provisions. <br /> Enforcement Management <br /> I. The Director. <br /> The director shall have the authority to require, when deemed <br /> appropriate, additional treatment by an industrial user permittee <br /> for compliance with National categorical Discharge Standards or <br /> Technically-Based Local Limits, or for improved treatment of any <br /> other pollutant parameter not included in above classifications <br /> that is judged to be harmful to the collection or treatment systems <br /> or receiving stream quality. <br /> The director shall also have the authority to specify an <br /> appropriate time limit for installation of necessary treatment <br /> units by the permittee for discharge quality upgrade to the level <br /> required. <br /> II. The Manager. <br /> The manager shall conduct or coordinate industrial user <br /> facility inspections; consult and correspond with permittees <br /> pertaining to proper operating and reporting procedures; insure <br /> that reports required of permittees are received and evaluated in <br /> a timely manner; promptly prepare needed correspondence to <br /> permittees; and when permit non-compliance occurs, recommend to the <br /> Director that enforcement application should be instituted. <br /> III. The Treatment Plan Manager. <br /> The treatment plant manager will participate in program <br /> enforcement functions by providing oversight of sampling and <br /> analyses of waste discharges, conducting a continuing assessment of <br /> system-wide loadings of particular pollutants and monitoring the <br /> applicability of current local limits. <br /> IV. The city Attorney. <br /> If any person discharges sewage, industrial waste or wastes <br /> into the city's wastewater disposal system contrary to the <br /> ordinance, state requirements, federal pretreatment requirements, <br /> 28 <br />
