Based on this information, <br /> <br />the ARCHITECT will develop a minimum of two site plans which will <br /> <br />effectively demonstrate the pros and cons of placing the library in <br /> <br />various locales within the Memorial Park site. The site plans shall <br /> <br />include the following: <br /> <br />( 1) <br /> <br />The location <br />schemes for <br />building. <br /> <br />(2) The location of proposed parking areas and possible <br />future expansion of these areas. <br /> <br />of the <br />possible <br /> <br />proposed library building <br />horizontal expansion of <br /> <br />and <br />the <br /> <br />(3) Proposed driveways, entrances, and exits for the <br />Memorial Park site and the primary public entrances to <br />the building itself. <br /> <br />(4) The effect of each site plan on vehicular traffic in the <br />area, possible future development of Memorial Park and <br />possible future expansion of the library. <br /> <br />(5) A comparison of the aesthetic, functional, accoustical, <br />environmental, safety, and budgetary implications of <br />each site development plan. <br /> <br />The ARCHITECT shall present the site development options to the <br />San Marcos City Council for final selection and approval of the library <br /> <br />site. <br /> <br />1.1.2 Programming <br /> <br />The ARCHITECT shall interview the CITY's Project Representative <br /> <br />and any other appropriate parties designated by the City regarding, the <br /> <br />short and long range facility requirements of the public library. The <br /> <br />ARCHITECT will use this information to develop a written building <br /> <br />program for the library. The building program will include the square <br /> <br />footage requirements, <br /> <br />furniture and equipment requirements, <br /> <br />and <br /> <br />functional relationships of all areas fo the proposed facility. The <br /> <br />program will also include a plan for future expansion of the library. <br /> <br />Options for both horizontal and vertical expansion will be examined in <br /> <br />the masterplan. <br /> <br />This examination shall include the aesthetic, <br /> <br />functional, operational, staffing, and budgetary implications of each <br /> <br />expansion option. The amount of construction inconvenience generated <br /> <br />by each expansion option shall also be addressed in the masterplan. <br />The building program shall include detailed cost estimates for the <br /> <br />proposed facility and cost comparisons of various future expansion <br /> <br />options. <br /> <br />The building program shall be revised as necessary to meet <br /> <br />the project budget. <br /> <br />-3- <br />
