Yith historical records <br /> of substantial flows at the proposed diversion point and nonconsumptive <br /> use, firming of additional water rights should be possible. <br /> RECOMMENDATIONS <br /> 1. Proceed with preliminary evaluations to identify potential cost <br /> effective alternatives for treating San Marcos River water. <br /> 2. Begin developing the necessary background material to apply for a <br /> run of the river permit from the Texas Vater Commission to withdraw <br /> from the San Marcos River. <br /> 3. Begin planning for financing and site aquisition for a plant to <br /> divert water from the San Marcos River. <br /> 4. Meet with the GBRA to discuss a permit, senior water rights, and <br /> terms of an agreement for future surface water supply. <br /> 5. Authorize a comprehensive engineering study to use San Marcos River <br /> . <br /> water. This study will be necessary to obtain a permit to divert <br /> water, finance the project, and finalize an agreement with the GBRA. <br /> 6. Authorize initial inquiries with the Texas Vater Commission to <br /> develop the required water rights. <br /> 2 <br />
