<br /> §2 APPENDIX F-DRAINAGE, EROSION CONTROL §3 <br /> (d) A site development permit shall not become effective, and <br /> development or construction authorized by such permit shall not <br /> be undertaken until ten (10) days after the date of issuance of <br /> such site development permit. The purpose of this ten-day delay <br /> is to allow time for the appeal of the issuance of such a permit <br /> and to avoid potential financial losses from a decision to revoke <br /> the site development permit. <br /> (e) No building permit shall be issued prior to approval of a <br /> site development plan and issuance of a site development permit <br /> for the subject property. <br /> (0 No clearing or rough cutting of vegetation, or grading or <br /> scarifying of the top soil shall be permitted on any parcel of land <br /> without a site development permit, except when: <br /> (1) The clearing of underbrush and the maintenance or re- <br /> moval of individual trees is on a parcel of land where <br /> development has already occurred; provided, however, that <br /> said clearing or removal is not for the purpose of construction. <br /> (2) The clearing of underbrush and the trimming of trees is <br /> necessary to allow sufficient access to the entire property <br /> for planning and engineering purposes. <br /> (g) Water' quality detention and sedimentation basins designed <br /> to remove stormwater contaminants that are required by the San <br /> Marcos River Corridor Ordinance and by Appendix C, Subdivi- <br /> sions, shall be required by this chapter. Plans for these contami- <br /> nant removal facilities shall be part of the site plans required by <br /> this Chapter. Failure to construct and maintain these contami- <br /> nant removal facilities shall be a violation of this Chapter. <br /> (Ord. No. 1984-72, §§ 7-10, 6-13-84; Ord. No. 1986-60, §§ 1, 2, <br /> 6-9-86) <br /> Section 3. Application for site development permit. <br /> (a) Any person desiring a site development permit shall sub- <br /> mit an application to the city engineer, or his designated repre- <br /> sentative, on a form provided by the city engineer. The applica- <br /> tion shall be accompanied by a site development plan. <br /> (b) The application and the plan shall contain the following <br /> information: <br /> Supp. No. 21 1215 <br />
