(vi) Preliminary plans for water and waste water line installation shall be submitted with the site de- velopment plan and shall include the use of min- imum construction corridor widths, minimum use of blasting that might disturb subsurface faults and fractures, and the use of runoff and erosion protection measures and vegetative restoration as quickly and thoroughly as possible; and, (vii) A detailed drainage plan and street layout that comply with the requirements of this chapter; and a showing of compliance with the applicable re- quirements of this chapter for control strategies. (viii) Special notes or attachments as may be required. by other sections of this chapter. (ix) Restoration techniques employed after construction. c. The plan shall adhere to the following standards per- taining to overland flow and natural drainage: (i) Natural drainage patterns shall be preserved when- ever possible. (ii) The loss of the pervious character of the soil shall be limited in order to prevent erosion and attenu- ate the harm of contaminants collected and trans- ported by stonnwater. (iii) Open surface drainage through grass-lined swales shall be utilized if possible. (iv) The use of streets and street rights-of-way as the central drainage network shall be avoided when- ever practical. (v) Drainage swales and other areas used for convey- ing stormwater runoff from developed areas shall be located to avoid sinkholes, faults and 'fractures to the greatest extent practicable. (vi) Construction of enclosed storm sewers and imper- vious channel linings shall be permitted only when the city engineer, or his designated representa- tive, on the basis of competent engineering evi- dence, concludes that such storm sewers or imper- vious linings are justifiable options.
