§4 APPENDIX F-DRAINAGE, EROSION CONTROL §4 (vii) Necessary stormwater drainage systems and/or cul- verts shall be designed to mitigate the impact of erosion and stormwater runoff on water quality through the use of approved control strategies to control sediment and dissipate energy and through the use of multiple smaller outlets whenever prac- tical and by locating discharges to maximize over- land flow. d. Erosion prevention techniques as referenced in "Ero- sion and Sediment Control Guidelines for Developing Areas in Texas" will be utilized to obtain drainage objectives for channelization and overland flow. (2) The report and plan for erosion control and restoration measures shall comply with the soil conservation service manual titled "Erosion and Sediment Control Guidelines for Developing Areas in Texas." (3) The city engineer, or his designated representative, may modify the approved erosion control and construction se- quencing plans upon written notice forty-eight (48) hours in advance to the holder of a site development permit when new information reveals a latent condition or evi- dence that there was a serious deficiency in the approved plari. which makes the controls and/or sequencing approved inadequate because of said new information. The holder oj the site development permit shall have the right to appeai the decision to modify the approved erosion control and construction sequencing plans to the city engineer; provid- ed, however, that all work being done pursuant to said site development permit shall cease for the duration of the appeal. If dissatisfied with the decision of the city engi- neer, the holder may appeal the decision to the city man- ager; further appeals shall be made to the city council; provided, however, that said cessation of work shall con- tinue for the duration of the appeal. (c) Runoff attenuation. (1) All drainage channels on the site shall be designed to minimize potential erosion. Supp. No. 19 1219
