<br />-2- <br /> <br />are authorized and directed to order the election and perform all <br />other required actions incident to the election: <br /> <br />(b) <br /> <br />(1) The city manager <br />(2) The city secretary <br />(3) The city attorney <br />(4) 'l'he presiding judge of the municipal court. <br /> <br />No such election shall be held sooner than thirty (30) <br />days from the date it is called. <br /> <br />MEASURE NO. TWO <br />SHALL SECTION 5.08 OF THE CITY CHARTER BE AMENDED TO READ AS <br />FOLLOWS: <br /> <br />Sec. 5,08. Oath of office. <br /> <br />Every officer of the city shall take and subscribe to an oath <br />or affirmation similar to that required by the Texas Constitution <br />for State officers, before entering upon the duties of the <br />office. The oath or affirmation shall be in a form provided by <br />the city secretary, shall be given before a person authorized to <br />administer oaths, and shall be filed and kept in the office of the <br />city secretary. <br /> <br />MEASURE NO. THREE <br />SHALL SECTION 7.01 OF THE CITY CHARTER BE AMENDED TO READ AS <br />FOLLOWS: <br /> <br />Sec. 7,01. Planning Commission and Zoning Commission. <br /> <br />(a) <br /> <br />(b) <br /> <br />(C) <br /> <br />(d) <br /> <br />The council shall appoint a city planning commission <br />consisting of seven (7) members, at least five (5) of <br />whom shall be residents of and own real property in the <br />city, and at least one (1) of whom shall be a resident <br />of and own real property within the extraterritorial <br />jurisdiction of the city, The remaining member shall be <br />a resident of either the city or the extraterritorial <br />jurisdiction of the city, <br /> <br />The council shall appoint a city zoning commission <br />consisting of seven (7) members who shall be residents <br />of and own real property in the city, <br /> <br />The council shall seek to ensure broad representation <br />and expertise in making appointments to the planning <br />commission and zoning commission. <br /> <br />Members of the <br />compensatio:a. <br /> <br />commissions <br /> <br />shall <br /> <br />serve <br /> <br />without <br /> <br />MEASURE NO. FOUR <br />SHALL SECTION 7.06 OF THE CITY CHARTER BE AMENDED TO READ AS <br />FOLLOWS: <br /> <br />Sec, 7.06. Powers and Duties of the Planning Commission, <br /> <br />The planning commission shall have the power and be required to: <br /> <br />( 1 ) <br /> <br />(2 ) <br /> <br />Submit recommendations and observations to the city <br />council on all proposals which include a determination <br />of: <br /> <br />(a) Compliance with the master plan, and <br />(b) Environmental impact statements; <br /> <br />Perform an ongoing review of the master plan, with each <br />element of the plan being reviewed at least once each <br />three (3) years; conduct an annual public hearing in <br />connection with this review; and submit not less than <br />
