<br />FOR/AGAINST <br /> <br />FOR/AGAINST <br /> <br />FOR/AGAINST <br /> <br />FOR/AGAINST <br /> <br />FOR/AGAINST <br /> <br />FOR/AGAINST <br /> <br />( 1 ) <br /> <br />(2 ) <br /> <br />-5- <br /> <br />The amendment of Section 3.06 of the City Charter <br />to provide a chain of authority for the calling of <br />elections to fill vacancies on the City Council. <br /> <br />Proposition No.2. <br /> <br />The amendment of Section 5.08 of the City Charter <br />to conform the oath of office for city officials to <br />that prescribed by the Texas Constitution for state <br />officers. <br /> <br />Proposition No.3 <br /> <br />The amendment of Section 7.01 of the City Charter <br />to separate provisions pertaining to the <br />composition of the Planning Commission from those <br />pertaining to the Zoning Commission; to allow <br />representation on the Planning Commission by <br />residents of the City's extraterritorial <br />jurisdiction; and to delete a provision allowing <br />dual service on both the Planning and Zoning <br />commissions by as many as two persons. <br /> <br />Proposition No.4 <br /> <br />The amendment of Section 7.06 of the City Charter <br />to more clearly define the duty of the Planning <br />Commission to submit recommendations to the City <br />Council on development proposals; to allow for <br />review of the Master Plan once each three years <br />instead of requiring an annual report to the City <br />Council; and to require that a public hearing on <br />the subdivision ordinance be held at least once <br />each three years rather than annually. <br /> <br />Proposition No.5 <br /> <br />The amendment of Section 12.02 of the City Charter <br />to allow service as city officers, other than city <br />council members, by persons who do limited amounts <br />of business with the city; and clarifying the <br />prohibition against city council members. and <br />employees having interests in contracts with the <br />City. <br /> <br />Proposition No.6 <br /> <br />The lease to the San Marcos Lions Club of the <br />storage and bathroom portions of the recreation <br />building in the San Marcos City Park, together with <br />access through the adj acent parking lot, for the <br />purpose of conducting an inner tube rental <br />operation subject to the following terms and <br />conditions: <br /> <br />The Lions Club shall have possession of the Leased <br />Premises and access through the parking lot adjacent to <br />the leased premises, for the purpose of conducting an <br />inner tube rental operation on the San Marcos River, <br />from April 11, 1991, through April 10, 1996, together <br />with three (3) consecutive five (5) year renewable <br />options to continue this lease in favor of the Club, to <br />commence, if exercised, on April 11, 1996, April 11, <br />2001, and April 11,2006, respectively. The exercise of <br />each of such options shall be subject to the approval of <br />the City Council. <br /> <br />The Lions Club shall maintain the Leased Premises as <br />four (4) storage rooms (one of which shall be usable for <br />storage by the City Parks and Recreation Department as <br />needed) and two bathrooms. <br />
