<br /> 2.2 The parties hereto agree and understand that OWNER is <br /> relying upon CONSULTANT as an expert in the field of airport <br /> runway design, construction and lighting. CONSULTANT shall be <br /> responsible for the proper, accurate and adequate design of the <br /> PROJECT as well as the preparation of accurate and adequate plans, <br /> specifications, reports and other Contract Documents for the <br /> PROJECT, notwithstanding provisions in this AGREEMENT pertaining <br /> to OWNER's review, approval and/or acceptance of reports, plans, <br /> specifications, contract Documents, or other written materials <br /> prepared by CONSULTANT or its consultants, contractors, and <br /> subcontractors in connection with this PROJECT. <br /> 2.3 All consulting services in connection with this Contract <br /> shall be performed by the CONSULTANT in accordance with the <br /> standard of care exhibited by Consultants who possess special <br /> expertise in the type of work involved in this project. <br /> ARTICLE 3 <br /> CONSULTANT SERVICES <br /> 3.1 BASIC SERVICES <br /> 3.1.1 The CONSULTANT agrees to perform professional services <br /> in connection with the PROJECT as hereinafter stated, including <br /> the stipulations within this AGREEMENT. All design criteria shall <br /> be in accordance with requirements of the Federal Aviation <br /> Administration ( "FAA" ). Improvements for which professional <br /> services will be furnished under this AGREEMENT shall be limited <br /> to the following items unless expanded in the manner set forth in <br /> Article 3: <br /> -- Reconstruction of Runway 8-26 and all related work. <br /> -- New medium intensity runway lighting system installation. <br /> -- Non-lighted supplemental wind cones installation. <br /> -- Reconstruction of Taxiway "A". <br /> 3.1.2 The CONSULTANT shall render services necessary for <br /> development of the PROJECT in four phases as follows: <br /> PHASE 1 - Preliminary design, preparation of cost estimates, <br /> and coordination with the FAA. <br /> PHASE 2 - Final design and preparation of detailed <br /> construction drawings and specifications. <br /> PHASE 3 - General administration of construction. <br /> PHASE 4 - Full-time construction inspection. <br /> 3.2 PHASE 1 - PRELIMINARY <br /> 3.2.1 Attend conferences with the OWNER and other interested <br /> parties regarding the PROJECT. <br /> -2- <br />
