<br /> CITY OF SAN MARCOS <br /> Proposal for the Management <br /> Of the Water Resources of <br /> The Edwards Aquifer <br /> I. MANAGEMENT STRUCTURE <br /> A. One Regional District <br /> 1. Funding: Ad valorem taxes over entire <br /> district with a maximum rate of $.25 per $100 <br /> valuation. <br /> 2. Powers: Special <br /> A. Use tax dollars for overall benefit of <br /> entire District such as: <br /> 1) Recharge <br /> 2) Research <br /> 3) Monitoring of usage (metering), <br /> aquifer water levels, etc. <br /> 4) Provide administration for the <br /> District. <br /> 5) Water quality <br /> 6) Promotion and education of <br /> conservation practices <br /> 7) Funding of conservation tools <br /> 8) Research towards development of <br /> alternative resources and possible <br /> funding of such <br /> 9) Enforcement of powers as delegated <br /> to the District <br /> 10) Issuance of bonds <br /> 11) Regionally applicable conservation <br /> and retrofitting programs <br /> B. Stream augmentation: The City of San <br /> Marcos strongly opposes augmentation of <br /> stream or springflow of the Comal or San <br /> Marcos springs due to likely negative <br /> environmental, water supply and economic <br /> impact, and high cost. However, if <br /> augmentation is to be considered, any <br /> study should require analysis of the <br /> environmental impact (to assure the <br /> survival of all endangered or threatened <br /> species) economic feasibility, impact on <br /> aquifer levels and adjacent water <br /> supplies in areas of potential <br /> augmentation, and technical feasibility. <br /> 1 <br />
