Board of Directors <br /> The following number of board members shall be <br /> elected from within the aquifer district <br /> boundaries of each county: <br /> Three: Uvalde, Medina, Comal and Hays Counties <br /> Six: Bexar County <br /> The board shall conduct business on a majority <br /> vote. It shall also have the power to appoint <br /> committees. <br /> 4. Boundaries: Within five counties as Edwards <br /> Underground Water District was constituted on <br /> Dec. 31, 1988, prior to the withdrawal of <br /> Medina and Uvalde Counties. <br /> II. Exempt We~~s <br /> A. An exempt well is one that produces not more than <br /> 25,000 gallons of water per day and is used for <br /> domestic and livestock purposes only. <br /> B. An exempt well is also any well which is located <br /> within the boundaries of the District, but is <br /> completed and properly cased or sealed into a <br /> formation of other than the Edwards Aquifer. <br /> C. An exempt well located within the Edwards Aquifer <br /> formation will be metered. <br /> D. Exempt wells will not be subject to District <br /> pumpage restrictions. <br /> III. Management <br /> A. The District shall develop a registration procedure <br /> for all exempt and non-exempt wells. <br /> B. The District shall develop a regional water <br /> management plan by January 1, 1992 which will <br /> reduce the withdrawal of water from the Edwards <br /> Aquifer for exempt and non-exempt purposes to no <br /> more than 450,000 acre-feet per year by the year <br /> 2000. The annualized use of water can be <br /> determined on a three year running average. <br /> 2 <br />
