<br /> C. The District shall address the following elements <br /> in its regional water management plan: <br /> 1. Development of a conservation program and a <br /> program to eliminate waste for municipal, <br /> industrial, irrigation, recreation and other <br /> uses of water within the region. These <br /> programs are to include but are not limited to <br /> the following: <br /> a. The elimination of spray irrigation, <br /> where possible, tail water runoff <br /> (industrial and irrigation); municipal <br /> and water supply distribution system, <br /> leakage; unlined ditch losses, and non- <br /> point sources pollution (wellhead <br /> protection and Chapter 26.177) <br /> b. Per capita use water goals <br /> c. Universal metering <br /> d. Ordinances, plumbing codes and/or rules <br /> requiring water conservation services or <br /> devices to be installed in new and <br /> existing structures. <br /> e. Conservation oriented water rates <br /> f. Conservation requirements for commercial <br /> and industrial customers <br /> g. Recycling and reuse of water <br /> h. Appropriate enforcement mechanisms for <br /> non-compliance. <br /> i. A leak detection program. <br /> j. Land leveling. <br /> k. Soil moisture monitoring. <br /> 1. Conversion to low energy precision <br /> application (LEPA) systems and drip <br /> irrigation systems. <br /> m. Conservation tillage and furrow diking <br /> n. Brush control. <br /> o. Development of conservation, reuse and <br /> retrofitting incentive programs. <br /> 3 <br />
