<br /> 2. Development of a Drought Management! <br /> Contingency Plan, including Edwards recharge <br /> and catchment areas and drainage basins as <br /> feasible. <br /> a. A regionally applied drought management <br /> plan, including the Guadalupe, San <br /> Antonio and Nueces river basins, shall be <br /> implemented with trigger mechanisms <br /> adequate to maintain the San Marcos <br /> springs at flows which will preserve <br /> endangered species. Voluntary <br /> conservation shall begin at 644 msl and <br /> mandatory conservation shall begin at the <br /> 628 msl level of the J-17 index well. <br /> The plan shall include priority of uses. <br /> b. The Drought Management Plan (DMP) <br /> approved by the Edwards Underground Water <br /> District on Dec. 12, 1989, will be the <br /> DMP placed into effect on the effective <br /> date of the legislation. This plan will <br /> be in effect until appropriately modified <br /> by the District's Board of Directors <br /> within 18 months. <br /> 3. Develop and implement a plan for closure of <br /> any abandoned well as defined in statute or <br /> TWC rules. <br /> 4. Develop alternative resources for the benefit <br /> of the entire regipn. <br /> 5. Develop a financial mechanism to fund all the <br /> regional water plan elements in the most cost- <br /> effective and beneficial manner possible. <br /> D. The District shall develop the regional water <br /> management plan no later than January 1. 1992. <br /> <br /> E. The District shall develop its permanent <br /> operational rules no later than nine months after <br /> the effective date of legislation. <br /> F. The District shall develop a habitat conservation <br /> plan in relation to the incidental taking of any <br /> endangered species no later than 14 months after <br /> the effective date of legislation. <br /> 4 <br />
