Mr. Farr moved to appoint Sue <br /> Braden and Ms. Kissler seconded the motion, which passed unanimous- <br /> lYe <br /> Mr. Brown introduced for consideration approval of the Council's <br /> appointments to the Blue Ribbon Committee for the Bond Program. <br /> In prior meetings and workshops the Council determined each Council <br /> Member would appoint five members to the Committee and the Chairmen <br /> of the Planning and Zoning Commissions would be ex-officio members to <br /> the Blue Ribbon CoIDÆittee. On roll call the following were appointed <br /> to the Blue Ribbon Committee: <br /> BROWN: Reverend Alphonso Washington <br /> Mr. Joe B. Cox, Jr. <br /> Mrs. Patty Sullivan <br /> Mr. Berry James <br /> FARR: Mr. Ruben Ruiz <br /> Mrs. Frances Emery <br /> Mr. Richard Cruz <br /> Mr. Bill Howle <br /> Mrs. Lee Hudman <br /> Mr. Guerra provided his appointments to the City Secretary prior to <br /> the meeting, and the City Secretary read Mr. Guerra's appointments into <br /> the record as follows: <br /> GUERRA: Mrs. Anita Reyes <br /> Mrs. Soila Rodriguez <br /> Mrs. Shirley Wickersham <br /> Mr. Joe Lesak <br /> Mr. Augustin Lucio <br /> KISSLER: Dr. Ken Long <br /> Mrs. Ofelia Vasquez <br /> Mrs. Melissa Millecam <br /> KRECZMER: Dr. James Godwin <br /> Mr. W. B. pryatel <br /> Mr. Dan Farlow <br /> As discussed by the Council in prior meetings and workshops, they want- <br /> ed Chairman of the Planning Commission, Billy Moore, and Chairman of <br /> the Zoning Commission, Bill Nicola, to serve as ex-officio members to <br /> the Blue Ribbon Committee. Mr. Brown then moved all the above appoint- <br /> ments be approved as Members of the Blue Ribbon Committee and that <br /> Messrs. Bill Nicola and Billy Moore serve as ex-officio members and <br /> Ms. Kissler seconded the motion, which passed unanimously. The City <br /> Secretary was directed to place this item of business on the next <br /> scheduled Council Meeting for the appointment of the reæainder of <br /> the Committee (October 31, 1983, 5:00 p.m.). <br /> Mr. Brown opened a public hearing to consider approval of a Zoning <br /> Ordinance on first reading, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE <br /> WHICH REGULATES AND RESTRICTS THE LOCATION AND USE <br /> OF BUILDINGS, STRUCTURES AND LAND, DATED SEPTEMBER <br /> 29, 1980 (VOL. 54) BY ZONING 31.5 ACRES, MORE OR LESS, <br /> OF LAND AREA IN THE J.
