<br /> 22 <br /> Regular Meeting October 24, 1983 Page 4 <br /> Mr. Brown opened the public hearing and asked if anyone wished to <br /> speak in favor of the zoning request. Les Buchanan stated this par- <br /> cel of land was to be maintained and limited to the use of the Home- <br /> owners' Association. Jill'. Byrn said as the property in this develop- <br /> ment comes in for zoning, they are willing to dedicate twenty feet <br /> of right-of-way on Hunter Road. He said they were in hopes the State <br /> would allow the subdivision to put in a decelerating lane for safe en- <br /> trance into the subdivision. Ken Long stated this was a well planned <br /> development. Gayle Ross stated he thought it would be a safe entrance. <br /> No one else wished to speak in favor of the zoning change and no one <br /> wished to speak in opposition, so Mr. Brown closed the public hearing. <br /> Mr. Kreczmer moved for approval of the Ordinance on first reading and <br /> Mr. Farr seconded the motion. Mr. Brown expressed a street concern. <br /> The Council voted unanimously for approval of the Ordinance on first <br /> reading. <br /> Mr. Brown opened a public hearing to consider approval of a Zoning <br /> Ordinance on first reading, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE <br /> WHICH REGULATES AND RESTRICTS THE LOCATION AND USE OF <br /> BUILDINGS, STRUCTURES AND LAND, DATED SEPTEMBER 29, <br /> 1980 (VOL. 54) BY ZONING 3.39 ACRES, MORE OR LESS, OF <br /> LAND AREA PREPARED FROM PUBLIC RECORD INFORMATION OUT <br /> OF THE J. IŸ.. VE~NDI LEAGUE NO. 1, HAYS COUNTY, TEXAS, <br /> BEING A PORTION OF THAT 82.06 ACRE TRACT DESCRIBED IN <br /> A DEED FROM W. B. WILLIAMS TO TOM E. TURNER DATED JULY <br /> 14, 1983, AND RECORDED IN VOLUME 397, PAGE 824 OF THE <br /> HAYS COUNTY DEED RECORDS, A/K/A 2500-2600 HUNTER ROAD, <br /> FROM "AO" (AGRICULTURAL-OPEN SPACE DISTRICT) TO "c" <br /> (COMMERCIAL DISTRICT). <br /> Mr. Brown asked if anyone wished to speak in favor of the zoning re- <br /> quest. Les Buchanan stated there were plans to put in a small shopping <br /> center, convenience store and laundromat in this area. Ms. Kissler <br /> stated she was concerned about the access onto Hunter Road as possibly <br /> being excessive for entrance to the subdivision. Ken Long stated the <br /> development conforms with the Master Plan and is well planned but he <br /> has concerns with traffic in the area. Gayle Ross stated he was con- <br /> cerned about the main road in this subdivision not lining up with a <br /> major road, such as Redwood and that this area in now a little congested. <br /> No one else wished to speak in favor or in opposition to the zoning re- <br /> quest, so Mr. Brown closed the public hearing. Mr. Kreczmer moved to <br /> approve the Ordinance on first reading and Mr. Farr seconded the mo- <br /> tion. Mr. Brown asked Les Buchanan why the development was not being <br /> zoned a PUD, and Mr. Buchanan stated the flexibility of a PUD develop- <br /> ment was not desirable in their project, that the conventional methods <br /> were more favorable when the development could conform.
