ARTICLE VI. RABIES CONTROL Sec. 3-56. Desianation of a local health authority. The chief animal control officer is hereby designated as the local health authority within the city limits for purposes of implementation of the Rabies Control Act. Sec. 3-57. Vaccination of dogs and cats. (a) No owner of a dog or cat shall fail to have such animal vaccinated against rabies by a veterinarian by the time the animal is four (4) months of age and at regular intervals not less than once each year thereafter. (b) A veterinarian who vaccinates a dog or cat against rabies shall issue to the owner of the animal a dated vaccination certificate describing the animal vaccinated. Sec. 3-58. Re~orts of exposure of rabies reauirad. (a) Any person having knowledge of an animal bite or scratch that the person could reasonably foresee as capable of transmitting rabies or of an animal that the person suspects is rabid shall report the incident or animal to the local health authority. The report shall include the location of the incident or ,animal, the name and address of the animal's owner and of any victim if known, and a description of the animal. (b) The local health authority shall investigate all such reports of rabies. Sec. 3-59. Quarantine of animals. (a) The owner of any animal that is reported to be rabid or that the owner knows or suspects to have rabies, or to have exposed any person to rabies, shall submit the animal to the local health authority for quarantine. (b) No person shall remove from the city limits, or kill or cause to be killed, any rabid animal, any animal suspected of having been exposed to rabies, or any animal which has bitten a human or is suspected to have bitten a human, except as provided herein. (c) Any animal reported to the local health authority under the provisions of Section 3-58 whose owner cannot be located may be impounded for quarantine in the city animal shelter. (d) The quarantine may occur at any of the following locations, subject to approval by the local health authority: (I) At a veterinary hospital; (2) At the city animal shelter; (3) At a kennel holding a current, valid city permit. (e) Such quarantine shall occur for at least ten (10) days.
