<br /> 5 <br /> Rights is a Qualified Designated Entity and accredited <br /> representative of the Immigration and Naturalization Service <br /> in Hays County. These designations allow Refugee Rights to <br /> provide amnesty candidates with an INS approved citizenship <br /> course which provides at least 40 hours of instruction in <br /> English and civics, Completion of the course in most cases <br /> entitles amnesty candidates to a permanent residency <br /> certificate, The library is one of three locations in San <br /> Marcos where amnesty candidates may take the course, The <br /> flexibility of the library's tutoring format enables us to <br /> help those candidates who cannot attend other programs, <br /> In developing plans for providing new and improved services <br /> for the ESL community, we have conferred with the Refugee <br /> Rights representative in Hays County, He informs us that <br /> at least 300 amnesty candidates in Hays County will need <br /> educational help and job information in the coming years, He <br /> is very supportive of our plans, particularly in light of the <br /> short term nature of Refugee Rights funding as a Qualified <br /> Designated Entity of the INS. He has written a letter of <br /> commendation which can be found in Appendix B of the <br /> narrative. <br /> We have also discussed our plans with John Lawry, local Job <br /> Service Representative of the Texas Employment Commission, <br /> Mr, Lawry actively refers clients to our adult tutoring <br /> program and is very interested in our plans to develop a Job <br /> Information Center. He has pledged a variety of TEC <br /> brochures and microfiche job listings to help develop the <br /> JIC, Mr, Lawry has written us a letter of support which can <br /> be found in Appendix B. <br /> Another cooperating agency is the Public Housing Authority of <br /> the City of San Marcos, The authority's director, Albert <br /> Sierra, notes that many families in public housing speak <br /> primarily Spanish. They are in need of ESL tutoring and <br /> other services which can assist their entry into the <br /> work force. Mr, Sierra has taken an active role in <br /> advertising our services to residents of public housing <br /> projects. A letter pledging his continued support can also <br /> be found in Appendix B, <br /> In addition, the San Marcos Interagency Council, the <br /> Minorities Commission and the League of United Latin American <br /> Citizens have strongly supported our adult tutoring program <br /> and efforts to develop a Job Information Center, Letters of <br /> support from these agencies can be found in Appendix B of the <br /> narrative, <br />
