6
IV, PROJECT GOALS AND OBJECTIVES
The mission of the San Marcos Public Library is to serve the
community as a center for lifelong learning, cultural
enrichment and information exchange, Our goals and
objectives for the Lifelong Learning Project will help us
achieve this mission as it applies to the people of San
Marcos for whom English is a second language. Our project
goals and objectives also support the purposes of our
cooperating agency, the Ten County Adult and Continuing
Education Co-Op, as well as other agencies who helped plan
the project and wrote letters in support of it.
The overall purpose of the Lifelong Learning Project is to
provide persons for whom English is a second language with
educational services and information which will assist them
in making a successful transition into the work force.
Specific goals and objectives for FY 1989-90 are:
GOAL 11: To continue providing, to improve, and to increase
use of library ESL, GED and literacy tutoring services.
OBJECTIVE A-I: To improve our rate of student retention
and the overall quality of our program by developing a
structured system for assessing student needs, abilities
and goals, and monitoring student progress,
PERFORMANCE MEASURE: In order to more efficiently track
a student's progress and the library's ability to meet
his or her needs, the Project Coordinator will:
1) Create and maintain an ongoing file on each
student.
2) Meet individually with each new student within two
weeks of his or her enrollment to jointly assess
needs, abilities, and goals,
3) Meet quarterly with each student to jointly assess
progress, re-evaluate needs and goals, and provide
referrals if appropriate.
4) Summarize the results of this tracking process for
our semi-annual evaluation reports to the Texas
State Library (TSL).
OBJECTIVE A-2: To improve our capacity to serve students
by expanding the library's walk-in tutoring hours from 20
to 25 per week.
PERFORMANCE MEASURE: The teacher provided by the Ten
County Co-Op will oversee the walk-in tutoring program.
She will monitor the number of students who attend, the
number of tutoring contact hours provided, and the
types of tutoring sought during these hours, These
statistics will be compared to our performance the
previous year and reported the State Library.
