<br /> WHEREAS, each of the poli tical subdivisions that enter into <br />this Agreement as a party have by ordinance or other formal act <br />endorsed the goals of this Agreement. <br /> NOW, THEREFORE, KNOW ALL PERSONS BY THESE PRESENTS: <br /> That the parties hereto, acting by and through the respective <br />governing bodies and respective authorized representatives, and <br />pursuant to the authority granted in TEX. REV. CIV. STAT. ANN. <br />art. 4413(32c} (Vernon 1976)/ "the Interlocal Cooperation Act", do <br />hereby covenant and agree as follows: <br /> 1. Objectives <br /> 1.1 To provide information to the public at large, including <br />elected public officials, related to regional water planning and <br />management methods appropriate to protect the Edwards Aquifer. <br /> 1.2 To support the adoption and implementation of a <br />management program to prevent overdrafting and non-degradation of <br />the Edwards Aquifer, which management program shall take into <br />account and protect existing water uses, including spring flows <br />from the Edwards Aquifer, and at the same time, consider future <br />demands from the Edwards Aquifer. <br /> 1.3 To undertake all reasonable efforts to influence the <br />passage of legislation to facilitate such regional water planning <br />and management. <br /> 1.4 Each of the parties hereto are encouraged to <br />independently undertake efforts to support the goals and purposes <br />of this Agreement. <br /> II. Creation of an Administrative Agency <br /> 2.1 The parties hereby create an administrative agency, to <br />be called the Regional Aquifer Coalition, to carry out the goals <br />of this Agreement. <br /> 2.2 The Administrative Committee shall be the governing body <br />of this administrative agency and decisions shall be made based on <br />a majority vote of the members of the Administrative Committee <br />present at a meeting of such Committee. <br /> 2.3 Each party to this Agreement is entitled to appoint one <br />member to the Administrative Committee. The governing body of the <br />party shall designate such Administrative Committee member and <br />such member may designate a substitute in the event he or she <br />deems it necessary. <br /> - 2 - <br />5622Q <br />
