<br /> 2.4 A political subdivision is entitled to become a party to <br />this Agreement and appoint a member to the Administrative <br />Committee when such political subdivision (a) adopts a resolution <br />or other formal action adopting the goals of this Agreement, and <br />(b) deposits the sum or commits to deposit the sum of not less <br />than $5,000 into the account created by this Agreement, such funds <br />to be used to carry out the goals of this Agreement. <br /> 2.5 The Administrative Committee is hereby glven the <br />responsibility for making all decisions and taking all actions <br />necessary to accomplish the parties' objectives. <br /> 2.6 The Administrative Committee shall have the authority to <br />hire personnel necessary to further the parties' objectives. <br /> 2.7 The Administrative Committee shall hold its initial <br />meeting within one month after this Agreement is signed by two or <br />more parties and a majority of members present at the initial <br />meeting shall determine when and how often future meetings will be <br />held. <br /> 2.8 The members of the Administrative Committee shall elect <br />a presiding officer during their initial meeting. <br /> 2.9 Each member of the Administrative Committee, or <br />alternative as provided herein, is entitled to one vote, and the <br />agreement of a majority of members of the Administrative Committee <br />present at any meeting shall constitute approval of a decision. <br /> 2.10 Notice of each Administrative Committee meeting shall be <br />given to each parts to this Agreement. <br /> III. Financial Responsibilities <br /> 3.1 Each party shall make its payment to the administrative <br />agency created herein from current revenues available to it to be <br />used at the direction of the Administrative Committee toward the <br />accomplishment of the objectives stated by this Agreement. <br /> 3.2 While it is envisioned that certain expenses will be <br />incurred by the parties to this Agreement in carrying out the <br />goals of this Agreement, all expenses so incurred shall be borne <br />by the respective parties. <br /> 3.3 The Administrative Committee shall establish a separate <br />bank account and maintain separate accounting records of each <br />receipt and expenditure of funds under this Agreement. <br /> - 3 - <br />5622Q <br />
