Two years ago we improved our bond rating. We hove balanced budgets
every year. New housing starts have steadily grown in our city. We have
increased impact fees to provide funds to facilitate area development
growth. We hove also invested in the Cottonwood Creek interceptor and
North 3:-35 development agreement, which will have a lasting impact on the
city. This was o significant investment in the future of San Marcos and it will
provide opportunities for development in the preferred growth areas. We
also have annexed south San Marcos into our city.

I want to take a moment to talk about the 5outh 5an AAarcos annexation. Zn
retrospect, ]: believe it could hove been handled differently from the start
and Z om willing to admit my responsibility in that process. That being said,
it is the right thing for the city for the long term and quite frankly, it
should have been done thirty years ago. For planning purposes, and for
economic development opportunities in the future - it makes sense. There is
and will be growing pangs if this area continues to be a part of 5an AAarcos,
but as it's full incorporation occurs 3: believe all parties will benefit. It's
fate is now going to be in the hands of the new council. But, this issue
should not be allowed to sideline the council from moving forward and making
progress.

Service to others is a high calling and it is very important to me. ~: have
been blessed in more ways than 3: can say, and Z believe that the more 3: give
bock the more ]: receive. Personal growth and education have always been
important. Zn my first year, Z was one of the first San Morcos council
members to receive at that time, the Texas AAunicipal beague's highest level
of achievement for education. Z had participated in excess of 54 hours of
classroom seminars and or workshops. ]: am pleased to have represented the
City of San AAorcos and TAAL on the National brogue of Cities policy
committee on Energy, Environment and Natural Resources for the past two
years.

As a council member I have also been instrumental in the hiring of our new
city manager, ban O'Leary. We've brought the water/wostewater treatment
plan on-line. We've built a new fire station, a new animal shelter, with the
help of the AAcCoy's. We've approved the porks master plan in 2002,
committed to a Transportation AAaster Plan, helped create jobs through
