City Council Meeting Minutes August 7,2018 <br /> there could be marketing and this does not have to cost a lot of money. Fosters <br /> and volunteers can be utilized as a way to keep costs down. She works for Fix <br /> Hays County and mentioned a brochure that outlines benefits of a no kill <br /> shelter. Each day we wait and don't take action,five animals are killed. Please <br /> place a no kill resolution on the agenda soon. She encouraged everyone to visit <br /> haysanimaladvocates.org for additional information. <br /> Sharri Boyett,animal advocate,spoke about the San Marcos Regional Animal <br /> Shelter.There is currently a 70% for cats and 30% dog kill rate. Fix Hays <br /> County is committed to a no kill initiative. There are alternatives to these <br /> outdated methods that we see in our town. There has been some improvement, <br /> but there needs to be more. Many communities in Texas are no kill shelters,we <br /> can offer resources to make San Marcos one as well. <br /> Joe Ptak,expressed his concerns of the operations of the San Marcos Mural <br /> Committee. It was first brought to his attention by an Arts Commission <br /> member that was appointed to serve on the Mural Committee.The Arts <br /> Commission sent a letter to the Mayor and City Manager expressing their <br /> concerns. They do not feel this Committee needs to be dismantled but there <br /> needs to be a policy in place and public input and feedback allowed. This <br /> Committee should not have such an institutionalized narrow control of art in <br /> the hands of a few. He outlined his own personal concerns as well and he <br /> would like to know if the San Marcos Mural Committee is out of compliance <br /> with the Open Meetings Act and if so they need to come into compliance. <br /> Dianne Wassenich,spoke as a representative from the San Marcos River <br /> Foundation (SMRF) regarding item 32 on the agenda. She stated the <br /> importance of protecting our land. An email outlined the purchase price and <br /> interest paid so far on the Millican Property Tract. SMRF would like to assist <br /> in writing grant proposals and help the City in the future. <br /> Lisa Marie Coppoletta,stated she has three kittens if anyone is interested,she <br /> took a break from social media but if anyone wants the shark report they can <br /> reach her at lisa_coppoletta@yahoo.com. She spoke on the following issues: <br /> 1. Disapproval of the 3% raise to the City Manager. <br /> 2. Elevation of houses that were flooded and there are still citizens that have <br /> unmet needs. <br /> 3.Her concern that money can be used for CO2, but not mold testing. <br /> 4.
