5. The City Council hereby finds and determines that the adoption of the following <br />ordinance is in the interest of the public health, morals, welfare and safety. <br />BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br />SECTION 1. Section 2.3. 10 of the Development Standards for the Blanco River Village <br />Planned Development District is amended by renumbering subsection 12 as a new subsection 13 <br />and replacing the former subsection 12 with the following: <br />12. Street Tyue: ST 2 -20: One Wav Street — Description: <br />A. Dedicated Utility Easement (D.U.E.) width: 20' <br />B. Design Speed: 10 M.P.H. <br />C. Pavement Width: 12' <br />D. Travelway: One lane in one direction 12' in width <br />E. No minimum centerline radius for curves <br />F. Minimum tangent between reverse curves: 0' <br />G. Curb radii: 10' <br />H. Parking: No parking permitted in One Way Sy treet <br />1. No Street Trees are required in One Way Street <br />J. Drainage: Stormwater drainage shall be conveyed in a center valley gutter <br />K. Maintenance: One Way Street ROW to be maintained by Homeowners' <br />Association <br />SECTION 2. Implementation of the new street standard under Section I is subject to the <br />requirement that, in the event Rush Haven Street between Golden Shadow and Morning Shadow <br />is abandoned and converted to a greenway in conjunction with the installation of streets under <br />the new 20 foot wide street section: <br />a. The developer shall paint a pedestrian crosswalk across Golden Shadow to <br />correlate with the Rush Haven Greenway; <br />b. The developer shall erect pedestrian crossing signs facing both ways of <br />traffic on Golden Shadow at the crosswalk; and <br />C. The developer shall install "No Parking" signs along Golden Shadow to <br />achieve good visibility for the crosswalk in locations deemed appropriate by City staff. <br />SECTION 3. All remaining provisions of the Development Standards (the <br />"Regulations ") for the Blanco River Village Planned Development District as previously <br />approved by the City Council shall remain in full force and effect except as amended by this <br />ordinance and such Regulations, as amended, shall regulate the development of the Project Site. <br />The Project Site will be bound by the provisions of the Regulations, as amended, as though they <br />were conditions, restrictions and limitations on the use of the Project Site under the City's zoning <br />ordinances. Any person, firm, corporation or other entity violating any provisions of the <br />Regulations, as amended, shall be subject to all penalties that apply to violations of the zoning <br />
